Community Development Block Grant

The Community Development Block Grant (CDBG) Entitlement Program provides annualCDBG Functions grants to entitled cities and counties on a formula basis to develop viable urban communities by providing decent housing and a suitable living environment and by expanding economic opportunities principally for low and moderate-income persons.

The City of Marshall receives CDBG funds from the U.S. Department of Housing and Urban Development HUD).

Each spring/summer, the City must prepare an Annual Action Plan outlining how it will allocate its funds for the upcoming year, but every five years, the City must develop a strategic plan outlining how it intends to address the needs of the lower-income individuals, households, and neighborhoods.  


Public Hearing for CDBG Annual Action Plan

The City of Marshall will conduct a public hearing to obtain citizen input on community needs and proposed activities for the Program Year (PY) 2026 Community Development Block Grant (CDBG) Annual Action Plan. Program Year 2026 runs from June 1, 2026, through May 31, 2027.

2026 applications open until Feb. 18

Applications are open for interested non-profit public service and housing rehabilitation agencies to request Community Development Block Grant funding for Program Year 2026. Applications are available online and in the Community Services office located on the first floor of City Hall at 401 S. Alamo Blvd. 

**This is a competitive grant; funding is not guaranteed.**

CDBG grant awards are dependent upon receipt of funding from the U.S. Department of Housing and Urban Development.  The program year runs June 1, 2026, to May 31, 2027.  Proposed projects must meet at least one of the following CDBG program national objectives (see below under CDBG Background).

CDBG Program Background

The national objective of the CDBG program is to develop viable urban communities by providing decent housing and a suitable living environment, as well as expanding economic opportunities for low- to moderate-income persons.  CDBG national objectives include:

  1. Programs benefitting low- to moderate-income persons;
  2. Eliminating blighting influences and the deterioration in low- to moderate-income areas;
  3. Meeting urgent needs due to natural or manmade disasters.

 The CDBG program is authorized under Title One of the Housing and Community Development Act of 1974, Public Law 93-383, as amended.

The Office of Housing and Urban Development (HUD) awards annual allocations to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services.  However, grantees must give maximum feasible priority to activities which benefit low- and moderate-income persons.  Entitlement communities develop their own programs and funding priorities and follow an approved Consolidated Plan, which is a city's road map/strategic plan for the use of CDBG allocations received from HUD.

Eligible activities include but are not limited to: public facility construction and improvements; public infrastructure construction and improvements; handicapped accessibility; activities of non-profit agencies serving primarily lower income persons; rehabilitation of owner-occupied housing; energy efficiency improvements in owner-occupied homes; enforcement of City codes; clearance and demolition; business development and job creation activities.

 

5-Year Consolidated Plan: The plan follows a template provided by HUD and includes input from funders, governmental agencies, service providers, data providers, and community members on community demographics, housing, infrastructure, social services, and economy.

 

Annual Action Plan:  The City, with concurrence from the Community Development Advisory Committee, has determined that the following activities will be funded for Program Year 2025 (June 1, 2025 – May 31, 2026) using HUD’s PY 2025 allocation and unexpended money from prior years:
