Incentive Programs

A variety of incentive programs are available through local, state, and federal resources. Qualifications vary by program. 

Economic Development Agreements 

The City of Marshall is committed to promoting economic growth, redevelopment and community improvement through the use of local planning tools, such as economic incentives including property tax abatement up to 10 years, grants, loans, fee waivers, and other incentives.

Federal Historic Preservation Tax Incentives

A 20% federal income tax credit is available for the rehabilitation of historic, income-producing buildings that are listed or determined eligible for listing in the National Register of Historic Places. 

Local Facade Grant Improvement

 The City of Marshall established this grant to provide technical and financial assistance to property owners seeking to renovate or restore their exterior signage, lighting, or commercial building facades. This is a 50% matching grant not to exceed $10,000.  

Neighborhood Empowerment Zone 

The City of Marshall encourages investment in the older areas of the city through incentives including municipal property tax abatements up to 100% for 5 years, fee waivers, expedited plan review, and a NEZ development support team.

State Historic Preservation Tax Incentives 

A tax credit of 25% of eligible rehabilitation costs of the entire project is available to certified historic structures can include properties that are currently listed in the National Register of Historic Place, either individually or as a contributing structure within a historic district, or designated as a Recorded Texas Historic Landmark or State Antiquities Landmark. Project must be at least $5,000 in value to qualify. 

State Sales Tax Exemption on Labor 

The state of Texas offers a sales tax exemption on the labor to repair, replace, or remodel a building listed in the National Register of Historic Places. This exemption does not apply to purchase of materials, and is only available for non-residential buildings. 

Texas Main Street Program Design Assistance

 This service is provided to official Main Street Communities. Rooted in historic preservation, a range of services are offered to the individual property / business owners and Main Street Managers within the designated Main Street district as part of a community's program.
