Investing Today for Tomorrow

Significant investments will be made in the city's water and wastewater system over the next six years. 

In 2025, the City of Marshall conducted a comprehensive review of its water and wastewater operations and identified more than $56 million in critical infrastructure improvements needed at both treatment plants.

At the Wastewater Treatment Plant, operating equipment is 25–50 years old. Water distribution mains are over 70 years old.

 Higher equipment repair and replacement costs are driving up expenses.

Pumps, valves and electrical components that are vital for maintaining dependable service are needed. For example, an ultraviolet system at the wastewater treatment plant will cost $1.25 million. This UV disinfection system is critical for disinfecting bacteria in water.

Plant operators say the cost to repair filters at the water treatment plant is $5 million. And $88,000 will purchase one new valve. The old rate structure did not fully support the long-term sustainability of the utility system. Water and sewer rates remain the primary source of funding for these essential services.

The City of Marshall determines actual water usage through water meters that measure the volume of water flowing into homes and businesses. The consumer is billed monthly for the amount used, along with the amount of wastewater that goes down the drain.

In September 2025, the City Council approved rate increases as part of a six-year plan to fund critical water and sewer infrastructure improvements. The new rate structure went into effect on January 1, 2026. Read the ordinance here.

wastewater treatment plant - aerialFor example, a household in Marshall with a three-quarter-inch pipe that uses 4,000 gallons of water per month will see the monthly water rate increase from $26.74 to $34.35. That’s about $7.61 more per month.

A $56 million investment over the next six years provides the City with a comprehensive approach to funding necessary water and wastewater projects and extending the life of existing assets.
