[ARCHIVED] Update on Highway 59/Grand Avenue Roadway

Progress is being made in the 900 block of Grand Avenue also known as U.S. Highway 80. A cave-in occurred on November 30, 2025.

The failed section of the culvert underneath the roadway has been removed and a 72-inch reinforced concrete pipe has been installed, according to City Engineer Stan Hayes.

The contractor should begin back filling and pouring concrete soon, he said.

This project is being funded by the City of Marshall and is receiving state support from the Texas Department of Transportation who allocated $150,000 toward the portion of work being completed in their right of way.

Motorists are reminded to watch for lane closures in both directions of Grand Avenue/U.S. Highway 80. Slown down for the safety of roadway contractors and the driving public. 

UPDATE 12-11-2025

The Marshall City Council awarded a $338,663 contract to WMS Road and Bridge who will make emergency repairs in the 900 Block of Grand Avenue also known as U.S. Highway 80.

An agreement with the Texas Department of Transportation will partially reimburse the City for repair work underneath the state right-of-way. It is an agreement that City Council members say will help with cost recovery and move the project along quickly. Construction is set to start Monday, December 15, 2025.

UPDATE 12-09-2025

The Marshall City Council will receive information from a City Engineer about what caused a portion of the pavement to collapse on State Highway 80, also known as Grand Avenue. The cave-in occurred in the 900 Block of Grand Avenue during the morning hours of Sunday, Nov. 30, 2025.

 Engineer Stan Hayes will brief the City Council during the Dec. 11 City Council meeting. The meeting will begin at 4:15 p.m. in Council Chambers located at 401 S. Alamo St.

  According to Hayes, a corrugated metal culvert below the pavement deteriorated and collapsed. Hayes said the pipe has rust and appears to have been constructed in the 1940s or 1950s. This portion of the culvert is designed to allow water to flow under the roadway following the natural drainage pattern.

  At Thursday’s meeting, the City Council will consider the approval of an emergency contract in the amount of $338,663 to repair the culvert and pavement.

  “We all understand the urgency of the situation, and our contractors are ready to get started with the repairs,” Hayes said.

  It is estimated that this project could take up to 30 days to be complete. Weather and asphalt availability can impact the construction schedule. Motorists are asked to slow down and watch for detours. This area of Grand Avenue has been reduced to one lane in each direction.
