Sealed proposals addressed to Ms. Melissa Vossmer, City Manager, City of Marshall, Texas, City Hall, 401 S. Alamo Blvd, Marshall, Texas, 75670, will be received until 2:00 p.m., Thursday, February 5, 2026 for furnishing all labor, materials, equipment, supplies, and supervision necessary for the construction of “2025 CDBG Smith Park Improvements” consisting of constructing an concrete basketball court and concrete walking trail in accordance with the specifications on file at engineer’s office. At the time stated, bids will be opened and publicly read in the conference room 2nd floor City Hall, 401 S. Alamo Blvd, Marshall, Texas, 75670.
Plans and specifications may be obtained through www.civcastusa.com only. Plans and specifications may be examined without charge at both www.civcastusa.com and the office of Hayes Engineering, Inc., Longview, TX, (903) 758-2010.
Attention of Bidders is particularly called to the requirements as to condition of employment to be observed and the minimum wage rates to be paid under the contract. This project is to be 100% financed by HUD through the Community Development Block Grant Program.
The Owner strongly encourages the participation of minority business enterprises in all contracts or procurements let by City of Marshall for goods and services. To that end, all contractors and suppliers are encouraged to utilize minority business enterprises in the purchase or subcontracting of materials, supplies and services in which minority-owned businesses are available.
