The City of Marshall will receive competitive sealed proposals until 2:30 p.m., Thursday, March 23, 2017, for multiple prime contracts (work elements) for a construction management project, MEMORIAL CITY HALL RENOVATION. The City of Marshall will serve as the Construction Manager. Proposals will be received in the second floor conference room at Marshall City Hall located at 401 South Alamo Street, Marshall, Texas 75670. The proposals will publically open and read aloud immediately following the proposal time. All proposal submitters are invited to attend.
Proposals must be in a sealed envelope with the Project Name, Proposer’s name and Work Elements to be submitted marked clearly on the envelope.
Proposal information containing all construction documents may be obtained by contacting Yvette Graham, Purchasing Manager, City of Marshall at telephone 903-935-4421 or at the Office of the City Manager, 401 South Alamo Street, Marshall, Texas 75670. Electronic copies of proposal documents are free. Paper copies are the responsibility of the proposer. Each proposal submitter is advised to examine the proposal documents carefully and visit the project site prior to submitting a proposal.
There will be a PRE-PROPOSAL CONFERENCE at the project site at 110 East Houston Street, Marshall, Texas 75670 on Thursday, March 9, 2017 @ 10: 00 a.m. Meet at the south entrance. Potential proposers may also tour the site Monday through Friday, 9 a.m. to 3 p.m. prior to proposal date by making arrangements a day in advance by calling Vance Walker at telephone 903-578-0079.
All work element proposals above $50,000 must be able to provide a performance and payment bond as specified prior to contract ratification. All work element proposals above $100,000 must include a 5% Proposal Bond as specified with the proposal. The successful proposer shall furnish a non-discrimination certificate prior to contract ratification and comply with its stipulations. See Project Manual for further requirements.
The City of Marshall reserves the right to reject any or all proposals, waive any or all formalities, and to award a contract to the proposer who provides goods and/or services at the best value for the municipality in accordance with the Texas Local Government Code.
No proposal shall be withdrawn for a period of forty (40) days subsequent to the opening of proposals without the consent of the Owner.
