The Marshall Police Department, along with the Harrison County Sheriff’s Office, Harrison County District Attorney’s Office, Waskom Police Department, Hallsville Police Department, Texas Department of Public Safety, Texas Parks and Wildlife and U.S. Marshal’s Joint East Texas Fugitive Task Force, conducted a joint operation to ensure compliance of registered sex offenders within Harrison County. The main objective of “Operation Safe Summer” was to make sure all of the registered sex offenders in Harrison County (including the municipalities of Marshall, Waskom and Hallsville) were in compliance. The operation was conducted over a period of several weeks and comprised of three phases; compliance check phase, investigation phase and apprehension phase.
There are approximately 175 registered sex offenders in Harrison County. As a result of the operation, three arrests were made; 37-year-old Kendall Bernard Gatson, 47-year-old Robert Louis Price Jr. and 19-year-old David Wayne Knighten. While Price was in compliance with the terms of his sex offender registration, the investigation phase of the operation revealed he had warrant for a probation violation. Arrest warrants have also been issued for two additional offenders as part of “Operation Safe Summer.” All of those arrested were booked into the Harrison County Jail.
