The City of Marshall has openings on several volunteer boards and commissions appointed by the City Commission.  The City Commission would like for citizens who are interested in being considered for an appointment to one of these boards to contact the City Manager’s office by telephone at 903-935-4418 or by email at fjohnson@marshalltexas.net by the end of the day on Wednesday, November 28, 2007.  The City Commission will be making nominations to these boards at a meeting on Thursday, November 29, 2007.  The following is a listing of the boards followed by a brief description of the responsibilities of each board and the number of positions to be appointed on each board.

 

The Building and Standards Commission holds hearings regarding substandard buildings and issues orders for repair or removal of substandard buildings.  Four positions will be appointed.

 

The Civic Center Advisory Board assists city staff with promoting the usage of the Civic Center.  There are currently no vacancies on this board.

 

The Community Development Advisory Committee assists with establishing long-range goals and objectives for the Community Development Block Grant program and makes recommendations on the annual plan and budget for this annual federal grant.  Three appointments will be made to this board.

 

The Construction Board of Adjustment and Appeals hears and decides appeals to the City’s building code.  Three appointments will be made to this board.

 

The Electrical Examining Board hears and decides appeals to the City’s electrical code and makes recommendations on adoption of the City’s electrical code.  Two appointments will be made to this board.

 

The Joint Airport Zoning Board conducts hearings regarding the creation of an airport hazard and addresses as needed the elimination, removal, alteration, mitigation, marking, and/or lighting of an airport hazard.  One appointment will be made to this board.

 

The Main Street Board assists in the economic revitalization and promotion of downtown Marshall.  Five appointments will be made to this board.

 

The Marshall Image Advisory Board advises the City Commission on issues related to littering and property appearance.  There are currently no vacancies on this board.

 

The Marshall Public Library Board of Trustees serves as the advisory board for the Marshall Public Library.  Three appointments will be made to this board.

 

The Parks Advisory Board serves as an advisory committee to the City staff in establishing plans or procedures concerning usage, planning, goals, and objectives of parks and recreation services.  Four appointments will be made to this board.

 

The Plumbing Advisory Board serves as the board of adjustments and appeals for the City’s plumbing code.  It also reviews plumbing codes and makes recommendations to the City Commission regarding adoption of those codes.  Three appointments will be made to this board.

 

The Zoning Board of Adjustment conducts hearings on appeals to enforcement of the City’s Zoning Ordinance, decides on exceptions to the Zoning Ordinance, and grants variances to the Zoning Ordinance.  Two appointments will be made to this board.

 

The Higher Education Authority of the City of Marshall, Texas facilitates the issuance of tax exempt debt or obligations to help higher education projects.  Three appointments will be made to this board.

 

The Marshall Downtown Development Corporation assists with the renovation and development of the Hotel Marshall building and other projects that benefit downtown, historic preservation, and beautification of Marshall.  Three appointments will be made to this board.

 

The Marshall Higher Education Financing Corporation assists with tax exempt financing for higher education institutions.  Three appointments will be made to this board.

 

The Marshall Industrial Financing Corporation facilitates issuance of tax exempt debt or obligations to help economic development projects.  Two appointments will be made to this board.

 

A total of 100 citizens serve on these boards.  Several new appointments will be made to these boards and commissions.  Terms are typically two or three years.  The Civic Center Advisory Board, the Main Street Board, the Marshall Image Advisory Board, the Marshall Public Library Board of Trustees, and the Parks Advisory Board meet either once a month or once every two months.  The other eleven boards meet on an as-called basis.  Service is strictly voluntary.  There is no compensation.
