    How and where to make a payment:
    The Water Billing Department accepts cash, check, money order, MasterCard, and Visa.  MasterCard and Visa are also accepted over the phone.  You may sign up to have your account drafted out of your checking or savings account by filling out a ACH form at the Water Billing Office.  After processing your information, you will need to pay the first bill for automatic draft at the Water Billing Office.  All subsequent bills will be automatically drafted on your due date.  You will receive a Water Bill for your records showing "Bank Drafted - Do Not Pay".  You may mail your payment to Post Office Box 698, Marshall, Texas, 75671 or visit our office located at City Hall, 401 S. Alamo Street, Marshall, Texas.  Our office hours are Monday - Friday from 8:00 a.m. - 5:00 p.m.  For your convenience a drive-thru is located on the west side of City Hall for payments only and your bill is required.  All other inquiries will need to be processed inside the office for your account to be reviewed.  There is also a night drop at the drive-thru for after hour payments.  Please note that all returned payments will incur a $30.00 processing fee. 
     
    How to establish new service:
    Service can be established at the Water Billing Office located at City Hall, 401 S. Alamo Street, Marshall, Texas, 75670 during regular office hours;  Monday - Friday, 8:00 a.m. - 5:00 p.m.  In most cases, your water service will be connected the same day if you establish service before 3:00 p.m.  The applicant will need to provide valid picture ID (driver's license or ID card) and SSN for identification purposes.  If the applicant owes an outstanding balance at a previous address, the outstanding balance and a new deposit will be required before service can be connected.  If the address the applicant is applying for has an outstanding balance, the applicant will need to have the owner or property manager provide the following information:
    • Who was the previous tenant?
    • When did the previous tenant move?
    • Where did the previous tenant move?
    • Who is the new tenant?
    • When did the new tenant move in?
    The new tenant may establish service upon completion of the above information.
     
    Transfer of Service:
    Accounts may be transferred from one location to another by visiting the Water Billing Office at 401 S. Alamo Street.  Any past due balance on the applicant's current account will need to be paid in full before the transfer can be processed.  A Transfer of Service form will need to be filled out and positive ID will be required.
     
    Discontinuing Service:
    Accounts can be closed by calling (903) 935-4435 or by visiting the Water Billing Office at 401 S. Alamo Street.  Please have the following information readily available to close your account:
    • Name on account
    • Service address
    • Forwarding address
    • Date to discontinue service
    • Driver's License or ID number

    Any deposit on your account will be applied towards your final bill.
