A Message from the Chief
On behalf of the men and women of the Marshall Police
Department, I am pleased to welcome you to the Marshall Police Department’s web page. These pages
were developed to introduce you to the men and women of the Marshall Police Department as they go
about "Making a Difference" in ensuring a safe and secure community.
We are proud to protect a community that has
consistently expressed its appreciation and support for our services, while recognizing the value
of continuing excellence in public safety. The entire Marshall Police Department is dedicated to
serving the citizens of Marshall by maintaining a high level of commitment and dedication.
Keeping our streets safe must be a cooperative effort
between the Marshall Police Department and the citizens of Marshall. Together
We can "Make A Difference" to ensure Marshall is a safe and secure community. We

About Chief Wilkins
Chief Wilkins was born in Denton, Texas and attended
public schools in Grapevine, Texas. He received a Bachelor's Degree from the University of Texas at
Arlington in 1970. He began his career in law enforcement with the FBI in 1967 in Dallas as a
support employee. Chief Wilkins received an appointment as a Special Agent for the FBI in January,
1971.
As an FBI agent, Chief Wilkins served in San Francisco,
Salinas, Los Angeles, and Santa Maria, California, before returning to Tyler, Texas in 1995. His
investigative assignments included investigations of bank robberies, fugitives, kidnappings,
extortions, narcotics, public corruption, murders, and all manner of violent crimes. He served as a
member of the Los Angeles FBI SWAT Team from 1985-1995. While serving in Santa Maria, California,
he was responsible for covering an area of approximately 5,000 square miles of rural
territory.
Upon returning to Tyler, Texas, Chief Wilkins was a
member of the East Texas Violent Crimes Task Force, both as an investigator and supervisor. In
1997, he was promoted to supervise FBI operations in thirty-one (31) East Texas counties, including
Harrison County and the City of Marshall.
Upon his retirement from the FBI in 2000 after 33
years, Chief Wilkins obtained his peace officers commission from the State of Texas, attaining a
Master Peace Officer certification. He is still enthusiastic about law enforcement and wishes to
provide his leadership and share his experience with the officers of the Marshall Police
Department.
