    The Administration Department is made up of the office of the City Manager and Assistant City Manager.   The City Manager is appointed by the Marshall City Commission.  The City Manager is the administrative head of the City and is responsible for the efficient administration of the City.  The City Manager caries out the policies and directives of the City Commission.  The City Manager ensures that City ordinances, resolutions and regulations are enforceed.  The City Manager oversees the delivery of services and supervises all departments.  The City Manager recommends measures and actions to the Commission necessary for the operation of the City and delivery of services.  The City Manager is the budget officer for the City.  The Assistant City Manager is selected by and reports to the City Manager.

    City Manager - Frank Johnson

    Frank Johnson was appointed City Manager by the City Commission in April 2001.  Prior to his appointment he served as the City's Director of Planning and Community Development for 15 years and was Assistant City Manager for three years.  He has a Master of Urban Planning from Texas A & M University and a Bachelor of Arts in Urban Studies from Vanderbilt University.

    Assistant City Manager - Janet Cook

    Janet Cook became Assistant City Manager in April 2001.  She had previously served as the City's Director of Planning and Community Development for three years and the Community Development Coordinator for 13 years..  She is a graduate of East Texas Baptist University with a Bachelor of Applied Science in Business Management.

    Debbie Swendson became secretary in the Administration Department in 1995.
